Indonesia: Pillay concerned about persistent violence and abuses in Papua (Indonesia)

GENEVA (2 May 2013) – The UN High Commissioner for Human Rights Navi Pillay on Thursday expressed serious concerns over the crackdown on mass demonstrations across Papua since 30 April, with police reportedly using excessive force and arresting people for raising pro-independence flags.

“These latest incidents are unfortunate examples of the ongoing suppression of freedom of expression and excessive use of force in Papua,” Pillay said. “I urge the Government of Indonesia to allow peaceful protest and hold accountable those involved in abuses.”

Reports indicate that on 30 April police shot and killed two protesters in the city of Sorong who were preparing to mark the 50th anniversary of Papua becoming a part of Indonesia. At least 20 protesters were arrested in the cities of Biak and Timika on 1 May.

“After my official visit to Indonesia last November, I am disappointed to see violence and abuses continuing in Papua,” Pillay said. She added that there was a need for coherent policies and actions to address the underlying concerns and grievances of the local population in Papua.

Since May 2012, we have received 26 reports concerning alleged human rights violations, including 45 killings and cases of torture involving 27 people. While many incidents relate to communal violence, serious allegations of human rights abuses by law enforcement officials persist.

“International human rights law requires the Government of Indonesia to conduct thorough, prompt and impartial investigations into the incidents of killings and torture and bring the perpetrators to justice,” said the High Commissioner.

“There has not been sufficient transparency in addressing serious human rights violations in Papua,” she said. “I urge Indonesia to allow international journalists into Papua and to facilitate visits by the Special Rapporteurs of the UN Human Rights Council.”

As of March 2013, at least 20 political prisoners remain in detention in Papua, including prominent activist Filep Karma. In May 2005, he was sentenced to 15 years in prison for treason after leading a ceremony to raise the West Papuan Flag. In 2011, the UN Working Group on Arbitrary Detention concluded that Mr. Karma’s detention was arbitrary and requested that the Government take all necessary steps to release and compensate him in accordance with the International Covenant on Civil and Political Rights to which Indonesia is party. So far, the Government has not complied with the request.

“During my mission to Indonesia last November, I expressed concern over Papuan activists being imprisoned for the peaceful exercise of freedom of expression,” Pillay said, reiterating that dissent is not a crime. “It is disappointing to see more people arrested for peacefully expressing their views and I call upon the Government to release all prisoners in custody for crimes that relate to their freedom of expression.”

The National Human Rights Commission, Komnas Ham, and the National Commission on Violence against Women, Komnas Perempuan, have consistently raised concerns regarding violence and freedom of expression in Papua and made concrete recommendations to the Government of Indonesia.

“I encourage the Government to implement the recommendations made by Komnas Ham and Komnas Perempuan,” the High Commissioner said, emphasizing the vital role these national institutions play in the protection of human rights in Indonesia. Pillay encouraged the Government to continue supporting them as independent bodies and to strengthen their financial support.

Indonesia: FAO gives cows, goats to Merapi farmers

The Food and Agriculture Organization (FAO) has given more than 240 cows, goats and sheep to those in Sleman, Yogyakarta, and Magelang, Central Java, affected by the eruption of Mount Merapi in 2010.

“The livestock [donation] is aimed at supporting and securing the livelihood of the people who live in the area,” Indonesia FAO representative Mustafa Imir said after visiting community livestock pens in Cangkringan district in Sleman on Monday.

The FAO provided cattle to those living in Hunian Tetap in Kuwang, Sleman, since their houses in Bakalan hamlet were destroyed by the eruption.

Meanwhile, 190 goats and sheep were provided to residents of Blongkeng village in Magelang displaced after their homes were swept away by cold lava flows following the eruption of the volcano.

Mustafa symbolically handed over the assistance to Sleman Regent Sri Purnomo and Magelang Disaster Management Agency (BPBD) head Eko Triyono on Monday. “We hope that in the future, people can increase their incomes and livelihood.”

Mustafa and Purnomo then inaugurated two 84-cow community pens in Hunian Tetap designed for residents to develop biogas from animal waste.

Purnomo said that the eruption killed 2,233 dairy cows, 235 beef cattle and tens of thousands of chickens and quails and destroyed livestock pens, depriving people of their livelihoods.

“The total amount of losses from the livestock sector amounted to Rp 48 billion,” Purnomo said. The amount is equivalent to US$4.93 million.

One member of the community receiving the aid, Eko Bejo Subekti, said that he would take good care of the livestock, promising to share with those yet to receive assistance.

“We promise to raise the livestock well so as to quickly restore the local economy,” Eko said.

Sebastian Saragih, the FAO livelihood coordinator for the Merapi program, said that the plans to develop communal pens and give livestock were initiated by the government alongside agencies under the UN, such as the United Nations Development Program, the FAO and the International Organization for Migration.

“The program has been sponsored by the Indonesia Multi-Donor Funds Facility for Disaster Recovery, which was later changed to the Indonesia Disaster Fund [IDF], supporting funds for which were derived from New Zealand AID,” Sebastian said.

Wangsit, a representative from the Institute for Promoting a Sustainable Livelihood Approach (Improsula), FAO’s partner in the project, said the supply of hay for the livestock was grown in the abandoned villages.

The residents made use of their former homes to grow grass, Wangsit said.

“The project can also be a model for residents living on the slopes of Mount Merapi who wish to move to safer locations. Their former living places could be turned into farms to grow grass,” Wangsit added.

Philippines: Philippines mulls formula donations during disasters

COMPOSTELA VALLEY, 30 April 2013 (IRIN) - Health authorities in the Philippines were vigilant in keeping out infant formula donations when Typhoon Bopha hit last December, but activists are concerned the infant formula industry will succeed in pushing through legislative changes that will allow formula donations in future emergencies, making it harder to convince women in those crises to continue exclusive breastfeeding.

Breastfeeding - especially during emergencies - has been medically linked to improved child survival due to the incomparable nutrients and antibodies human breast milk offers. But emergencies are also the hardest time to convince women that breast milk can keep their children alive, due to myths about stressed or malnourished women not being able to breastfeed.

Cease-and-desist

When Typhoon Washi (locally known as Sendong) hit the southern Philippines’s Mindanao Island in December 2011, breast-milk substitutes, including formula, turned up in evacuation centres even though they are banned under the country’s “Milk Code”. The Department of Health singled out infant formula maker Nestlé Philippines, issuing a cease-and-desist order requesting it to stop donating milk products to typhoon survivors. The problem was not the company, insisted Nestlé spokeswoman Meike Scmidt, but rather “kind-hearted private individuals and organizations” who donated products of their own will.

“We have the industry’s toughest system in place to enforce our policies governing the marketing of breast-milk substitutes,” she told IRIN. “Our monitoring procedures include control measures that prevent donations of breast-milk substitutes during emergencies, and those control measures are routinely audited.”

Yet the company is now part of a formula interest group called the Paediatric Nutrition Association of the Philippines (IPNAP) which is trying to change the country’s Milk Code. One of the proposals is to allow unrestricted donations of breast-milk substitutes during crises. Activists have rallied to fight what they characterize as the “diluting” and weakening of the current Milk Code, allegations that Nestlé dismisses.

Milk of life

Medical studies have linked formula donations to increased diarrhoea during crises, as was the case during Indonesia’s 2006 earthquake in Central Java.

A 2012 UN Children’s Fund (UNICEF) study found one-week diarrhoea incidence among those who received milk substitutes after the earthquake was more than twice as high as those who did not (24.5 percent versus 11.5 percent); overall, the rate of diarrhoea among infants aged 12-23 months was five times higher than before the earthquake, which researchers linked to breast-milk substitute donations.

Some 80 percent of the 832 surveyed surviving households had received donated infant formula, 76 percent commercial porridge and 49 percent powdered milk. Pre-earthquake only 32 percent of the infants had ever had breast-milk substitutes, a rate that rose to 43 percent at the time of the survey,

“Uncontrolled distribution of infant formula exacerbates the risk of diarrhoea among infants and young children in emergencies,” concluded the study, a message aid agencies are still struggling to publicize.

Doing things differently

Almost one year after Typhoon Washi hit, Typhoon Bopha (local name Pablo) hit Mindanao Island again, this time taking out entire villages in Compostela Valley and Davao Orientale along the island’s northern and eastern coasts. Some 2,000 are dead or missing.

Five days after the Category 5 (winds up to 250km) typhoon made landfall on 4 December, the regional health director for Davao Region (heart of affected zone) circulated a memo to all governmental and aid agencies working on health, water and sanitation urging them to enforce and uphold Health Department regulations prohibiting the distribution of milk products to women and children. The memo stated such donations by “well-meaning, but misinformed donors” were unnecessary.

The challenge, said UNICEF nutrition officer for emergencies in the Philippines Paul Zambrano, is reaching aid groups that bypass any donation coordination structure such as local NGOs and faith-based groups. “They go directly into communities. Monitoring at the local level is difficult,” he said.

Even with health officials’ vigilance to keep out milk products, the disaster took a heavy toll on nutrition in affected areas: Aid groups estimate 95,600 persons will be at risk of malnutrition in 2013 including nearly 67,000 children under the age of five and 29,000 pregnant and lactating women.

The youngest are the most vulnerable. One month after the typhoon hit, of the nearly 500 children under age five surveyed, 66 percent had some illness (most often accompanied by a fever, cough and diarrhoea). Breast-milk substitutes increase the risk of these illnesses due to unsafe water used to mix formula and lack of fuel to sterilize products.

The proposed Milk Code changes are pending review as parliament is on recess until 1 July, and the country prepares to elect new parliamentarians in 13 May elections.

Overview Southeast Asia is a key part of the current global power shift towards Asia. Its economic and financial strength contributes to the region‟s political leverage internationally as its influence grows throughout the globe. In termsof vulnerability to natural hazards and disasters, the UN Office for Disaster Risk Reduction (UNISDR) documented that in 2012, fewer people died as a result of natural disasters in Asia than in previous years. However, natural disasters still claimed more lives in the region than anywhere else in the world.

In 2012, the national societies of Southeast Asia – as well as the region itself – continued to change rapidly. Among the trends observed were: a growing ambition and capacity among the vast majority of host national societies; a willingness to see models of partner engagement evolving according to the changes, a community of humanitarian/development actors that is more diverse than ever before (with an increasing prominence of emerging economies as donors) but also continued vulnerability to disaster; significant flows of migration (both legal and illegal); rapid urbanization; significant community adaptation to climate change; and vulnerability to established and emerging health threats (dengue in terms of the former, and the rise of non-communicable disease and H1N1 in terms of the latter).

The regional office must adapt to this changing context in order to remain relevant and, as such, is considering new ways of working together to achieve our Red Cross Red Crescent common goals, supporting national societies in the region to be increasingly at the centre of their development and humanitarian response by: - being closer and more in touch with communities and their vulnerabilities so that their safety and resilience is enhanced; reducing the current gap between needs and response. - adapting to evolving patterns of volunteering and better utilizing their unique auxiliary role; and, - delivering on their own strategic plans under the umbrella of the IFRC-wide Strategy 2020, with the support of their various partners.

It is encouraging to report that national society regional mechanisms took significant steps forward. The organizational development forum nominated a standing chair (secretary general of Brunei Darussalam Red Crescent) that aimed to better manage preparation for, running of, and follow-up to the forum. The regional disaster management committee (RDMC) also nominated a standing chairperson (director of Thai Red Cross relief and community health bureau) and agreed to aim for country-level integration of programming by 2014. Based on analysis of performance in 2011 and 2012, the work of organizational development and youth steering committees was reactivated with new plans, designs and a decision to hold the first joint organizational development and youth forum in 2013. Overall, regional networking mechanisms mentioned above have contributed to an increasing ownership and accountability of the membership, with national societies in the chair‟s role of the networks, and, importantly, becoming more committed to supporting one another and linking up with other networks in developing and implementing cross-border activities.

Overview This has been a year of stability for Indonesia with no political, economic, social, security or disaster events which significantly affected the operating context of the Indonesian Red Cross, better known as PMI (Palang Merah Indonesia) or the IFRC country delegation at national level. It is of note, however, that during the year the PMI chairperson and ex-vice president made his wish to stand as a candidate in the 2014 presidential elections increasingly clear.

The highest profile initiative of the year was the sending of a PMI medical and water and sanitation team to Myanmar to assist people affected by the conflict in Rakhine province. The eventual scale, duration and impact of this mission was perhaps less than initially anticipated.

The most important trend emerging during the year was the increasingly clear intention of the majority of the partner national societies providing support to PMI and its programmes to end their operational presence in Indonesia in 2012 – 2014. This will result in a drastic reduction in the scope and impact of PMI’s community-based, non-disaster response programming unless alternative sources of funding or an implementation model requiring far less resources can be identified. Initial reaction from PMI leadership to the opportunity to access CHF2.44 million tsunami residual funding would seem to indicate high priority for physical construction and asset purchase to support faster disaster response. However, there has been no indication that either community-based resilience programming or the nationwide chapter and branch capacity building programme developed during 2012 will be included in PMI’s proposed use of this funding.
